Taylor Baxter is an accomplished executive with a proven record of leadership across multiple multi-million-dollar organizations. With a background in public administration and over a decade of leadership experience, he consistently delivers high-impact results through strategic planning, operational excellence, and a commitment to fostering respectful relationships at every level.

As the Chief Administrative Officer for several central Illinois communities, Taylor has led the full spectrum of municipal operations, including Administration, Economic and Community Development, Finance, Fire, Electric, Human Resources, Parks and Recreation, Police, Streets and Maintenance, Water, and Wastewater. During this time, he has managed nearly $100 million in public funds, overseen hundreds of employees, and made decisions that have directly impacted thousands of residents daily.

Under his leadership, communities have benefited from long-range planning efforts, critical infrastructure improvement, modernized internal systems, and strengthened engagement through various marketing campaigns. Taylor is known for his ability to manage complex budgets, align department operations with strategic goals, and foster a culture of accountability and innovation. His work has spanned major capital improvement projects, organizational restructuring, intergovernmental collaboration, and successful economic development initiatives. Taylor is recognized for his collaborative leadership style, sharp focus on results, and visionary thinking. He is passionate about building high-performing individuals and organizations that deliver exceptional service, embrace innovation, and challenge the status quo.

He has been invited to speak at numerous state and regional conferences and holds a graduate degree in Leadership and an undergraduate degree in Business Administration. He continues to pursue post-graduate coursework and professional development, including earning a Master Certificate from ICMA’s High Performance Leadership Academy and serving as an Adjunct Professor at Illinois State University. A former college basketball player and high school coach, Taylor brings a spirit of competition and drive to every aspect of his leadership.
